Vladimir Putin said on Thursday that he is ready to give written guarantees that Russia will not attack any other European country. Speaking in Bishkek, the capital of Kyrgyzstan, where he attended a meeting of the Collective Security Treaty Organisation (CSTO), Putin dismissed Western warnings about a possible Russian attack on Europe. He called these claims a “lie,” “complete nonsense,” and “ridiculous.” Putin told reporters that Russia never planned to invade any European nation. “The truth is, we never intended to do that. But if they want to hear it from us, we can document it. No problem,” he said. However, many European leaders reacted with doubt. They pointed out that Putin had denied plans to invade Ukraine many times before launching the full-scale attack in February 2022. When asked about ending the war in Ukraine, Putin sounded cautiously optimistic. He said a draft peace plan backed by the United States could be used as the “basis for future agreements.” According to him, Russia is ready for “serious” discussions. But he also warned that Moscow is prepared to keep fighting and could take more Ukrainian territory if needed. Putin repeated his demand that Ukrainian forces must withdraw completely from Donetsk and Luhansk in the Donbas region—including areas Russia does not currently control. Only then, he said, would the fighting stop. “If they do not pull back, we will achieve this by military means,” he added. Ukraine strongly rejects this demand, saying that leaving those areas would expose the country to further Russian attacks, possibly even a renewed attempt to capture Kyiv. Putin also said he was open to a negotiated settlement, but insisted once again that he considers President Volodymyr Zelenskyy’s government illegitimate. He repeated the false claim that Ukraine “lost its right to govern” because it did not hold elections after Zelenskyy’s term expired in May 2024. “Since they feared elections, the president has lost his legitimate status,” Putin claimed. Kyiv, however, has explained repeatedly that elections cannot be held under martial law while the country is defending itself against Russian aggression. In February, Ukraine’s parliament passed a resolution confirming that Zelenskyy remains the legitimate president during wartime. Putin also argued that any future peace deal should be approved by the international community, not just by Ukraine and Russia. He said the world must also accept Russia’s territorial gains. Responding to Putin’s comments, Zelenskyy’s chief of staff, Andriy Yermak, said Ukraine will not give up territory. “As long as Zelenskyy is president, no one should expect us to surrender land,” he told The Atlantic. Last week, the United States revealed a 28-point peace proposal that many saw as too favorable to Russia. It asked Ukraine to make major concessions, such as giving up territory and abandoning its bid to join NATO. But according to Ukraine’s Deputy Foreign Minister Sergiy Kyslytsya, Kyiv has worked with Washington to revise the plan. Some controversial points, including a cap on the size of Ukraine’s army and a broad amnesty for war crimes, have been removed. Zelenskyy said Ukrainian officials will meet with US representatives to finalize a peace and security formula discussed earlier in Geneva. More talks are expected next week. US officials, including special envoy Steve Witkoff, will also travel to Moscow for additional discussions. Putin said Russia plans to question a section of the US plan that recognizes only Russia’s “de facto” control over Crimea and other occupied territories. “That is exactly what we will discuss with the American side,” he said.
